Could Universities provide help fo VCSEs / smaller community organisations with succession planning?

Many small community organisations fail or fizzle out because they rely on 1-2 people to run and organise them, who are themselves volunteers. As well as fair finance and reimbursement, could Universities and researchers help provide support and training for succession planning and upskilling members as a gift in kind?
